This was created by George Nathan & Ridley Hayes of Birmingham, England in 1915.
It is a silver utensil used to sprinkle powdered sugar on sour fruits.
There are holes on the sides and a beautifully decorated top.
The claws on the lid hook into the grooves on the body and rotate to secure it in place.
