This is a small table lighter with a pedestal made from Jasperware by Wedgwood, a British company.
The lighter part is made by RONSON, a long-established lighter manufacturer.
The color is a light blue called pale blue, which is representative of Wedgwood.
The base is shaped like a vase and is decorated with a garland of ram's heads in relief.
